This document provides practical guidance on how to apply the MIL-STD-882 system safety process to assessing hazardous materials (HAZMAT) risks for military systems. It serves as a tool to assist environmental, safety and occupational health (ESOH) practitioners, from any discipline, with applying the system safety methodology in assessing HAZMAT risk as part of the overall hazard analysis process. This guide does not provide content on how to complete HAZMAT-related tasks in MIL-STD-882E; rather, the results of risks relating to HAZMATs may be used by the practitioner to complete HAZMAT-related tasks as outlined in MIL-STD-882E.
Purpose
This document was developed to provide guidance on performing hazard analysis for HAZMATs in support of United States Department of Defense (DoD) system acquisition program teams (Government and contractor), in order to promote standardization and efficiency of the analyses. Although not required, personnel with technical expertise in HAZMAT analysis should perform these risk assessments. This document assumes familiarity with MIL-STD-882E Sections 3 and 4; AIA NAS411, Hazardous Materials Management Program (HMMP) Standard Practice; NAS411-1 Hazardous Materials Target List (HMTL) Standard Practice; and DoDI 6055.01 DoD Safety and Occupational Health (SOH) Program. NAS411 is consistent with the requirements of MIL-STD-882E Task 108.
